DECREE

PRESIDENT OF THE RUSSIAN FEDERATION

On providing humanitarian support to

individuals who share traditional Russian

spiritual and moral values

In order to protect fundamental human rights and freedoms, to support individuals who have made a free choice in favor of spiritual, cultural and legal ties with the Russian '*Federation, and in accordance with Part One of Article 24 of the Federal Law of August 15, 1996 No. 114-FZ "On the Procedure for Leaving the Russian Federation and Entering the Russian Federation" , paragraph 2 of Article 3 of the Federal Law of July 25, 2002 No. 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation", I decree:

1. Grant the right to apply for a temporary residence permit without taking into account the quota approved by the Government of the Russian Federation and without submitting a document confirming proficiency in the Russian language, knowledge of the history of Russia and the fundamentals of the legislation of the ' Russian Federation, to foreign citizens and stateless persons who have expressed a desire to move to the Russian Federation for residence from foreign countries of their citizenship or permanent residence on the grounds of non-acceptance of the policies implemented by these countries that impose destructive neoliberal ideological attitudes that contradict traditional Russian spiritual and moral values, as provided for in the Fundamentals of State Policy for the Preservation and Strengthening of Traditional Russian Culture.

Spiritual and moral values, approved by the Decree of the President of the Russian Federation of November 9, 2022 No. 809 "On approval of the Fundamentals of state policy for the preservation and strengthening of traditional Russian spiritual and moral values."

2. Establish that:

a) the list of foreign states implementing policies that impose destructive neoliberal ideological attitudes that contradict traditional Russian spiritual and moral values is approved by the Government of the Russian Federation upon submission by the Ministry of Foreign Affairs of the Russian Federation;

b) an application for a temporary residence permit, stating the reasons provided for in paragraph 1 of this Decree, shall be submitted in the manner established by Articles 6 and 6 of the Federal Law of July 25, 2002 No. 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation";

c) the decision to issue a temporary residence permit in accordance with this Decree shall be made in accordance with the established procedure, provided that there are no grounds for refusing to issue a temporary residence permit, as provided for in Article 7 of the Federal Law of July 25, 2002 No.

115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation"

3. The Government of the Russian Federation, within one month:

a) ensure the implementation of measures aimed at to implement this Decree;

b) bring its acts into compliance with this Decree.

4. To the Ministrv of Foreian Affairs of the Russian Federation ensure the issuance of single-entry ordinary private visas for a period of three months on the basis of a decision by the head of a diplomatic mission or consular office of the Russian Federation to issue a visa to a foreign citizen or stateless person, taken in exceptional cases upon their written application, which specifies the reasons, provided for in paraaraph 1 of this Decree.

5. The Ministry of Foreign Affairs of the Russian Federation and the Ministry of Internal Affairs of the Russian Federation shall take measures aimed at implementing this Decree.

6. This Decree shall enter into force on the day of its signing, with the exception of paragraphs 1, 2, 4 and 5, which shall enter into force on

September 1, 2024.

2. This order comes into force on the day of its official publication.
